Substance Abuse in Utility Construction: Safety, Responsibility, and Real-World Challenges
Substance abuse remains one of the most complex and sensitive safety issues facing the underground utility construction industry. From pre-hire screening to post-incident response, safety professionals are often navigating not only compliance requirements, but also real-world field challenges, human factors, and shared responsibility across their organizations.
This interactive virtual safety roundtable will bring together safety managers and industry professionals to openly discuss how drug and alcohol programs are currently being handled across utility construction companies. The conversation will explore common testing practices—including pre-employment, random, reasonable suspicion, and post-incident testing—along with testing methods, logistics, and program administration.
Participants will also examine where responsibility typically falls between safety, HR, operations, and leadership, and how companies are working to maintain fairness, consistency, and accountability while prioritizing jobsite safety. The discussion will focus on practical approaches that protect crews, support supervisors, and help ensure everyone goes home safe at the end of the day.
